Are we at the bottom of the real estate market?

I don't have a crystal ball - but, we are probably in the market low right now. Remember, that the only way to know when we are at the bottom is after we have hit it - it's hindsight - and are out of it. We all strive to buy low and sell high but market timing whether stocks or real estate is an illusive concept.

Is this a good time to trade up?

Absolutely! Even if you need to sell property in this market to do it. Yes, selling prices are lower but usually whatever you lose in price - the home you buy will have lost that much or more, and if you're mortgaging the property you will have a lower overall mortgage at a low rate...saving you dollars well into the future.
